What is the Act pertaining to narcotic pills?

A wile ago I was looking at a website about narcotic pills and there was a act listed on the page saying that it was against the act to abruptly stop a patient taking narcotic pain killers. The act stated that the doctor had to ease the patient off the narcotic. I cant find this website anymore and really need to know the name of this act. Please help
